Mykonos approves ending its €217,000 municipal IT-support contract
A September committee decision approves termination by mutual agreement after the award was annulled. The published record establishes the decision, but not a signed termination agreement, a replacement provider or a service interruption.
Termination approved
What the committee approved
Mykonos’s Municipal Committee has unanimously approved ending the contract for maintenance and support of the municipality’s computer system with e-Mentor Solutions IKE. Decision 219/2026 was taken on 8 September and posted on the municipal website on 17 September. It identifies a total contract value of €217,000 including VAT, approves the terms of a termination agreement by mutual consent and authorises the mayor to take the necessary steps.
The distinction matters for anyone following municipal spending: €217,000 is the value attached to the contract. The decision does not establish that this entire amount was paid, lost or saved.
The route from award to termination
The original award appears in committee decision 408/2025 of 3 December 2025. It approved the same service, supplier and VAT-inclusive amount following a negotiation procedure whose stated basis was exclusive rights under Article 32 of Law 4412/2016. That award was approved by a majority; September’s termination decision was unanimous.
The later decision reproduces a municipal legal opinion dated 9 July 2026. According to that opinion, the Special Committee under Article 152 had annulled the award, and the deadline for seeking its annulment before the Administrative Court of Appeal passed without an application. The legal service therefore advised a new written agreement to end the contract by mutual consent. This is the legal service’s account as published in decision 219/2026. The separate Special Committee ruling, numbered 1/2026, was not available in the documents reviewed here, so its detailed reasoning is not independently reconstructed.
What this means for digital services
The published September decision establishes approval to end the agreement. It does not include a signed termination document, a settlement of amounts already due, a replacement contract or an announcement that public services have stopped. Those operational and financial questions require their own records.
A separate mayoral decision on 18 September assigns responsibility for open data and the municipality’s national data-portal account to an existing employee. Our linked report explains those duties and the staffing limitations recorded there. That appointment concerns a different responsibility; it is not evidence that the employee or the data portal replaces this IT-support contract.
The next verifiable steps
The documents to follow are the signed termination agreement and any subsequent provision for maintenance and support. Together they would clarify when the contractual relationship ended, how outstanding obligations were handled and who covers the service thereafter. Until those records are available, the accurate description is an approved termination—not a demonstrated outage or a quantified saving.
